The victory of the AD – PSD/CDS coalition – in the legislative elections of May 18 points to Luís Montenegro being appointed Prime Minister of Portugal. The coalition won without achieving an absolute majority, in a night marked by Chega (CH) narrowing its distance from the Socialist Party. CH’s result clearly confirms the end of the two-party dominance that has shaped Portuguese politics for decades.
The Liberal Initiative (IL) strengthened its parliamentary representation but without gaining enough seats to allow a joint majority with AD. The new government will need to establish parliamentary agreements to ensure the approval of its key legislative initiatives. The major question remains whether the new government will maintain its “no means no” stance regarding agreements with Chega. The 2025 elections confirm a reconfiguration of the national party system, with a significant loss of left-wing representation and a strengthening of the right in Parliament.
